In response to the request conveyed to us
from His Excellency the Officer Administering the Government
for an expression of opinion upon the proposals recently made for an increased unofficial representation on the Legislative
Council we have the following remarks to make.
The two points demanded by the Constitutional
Reform Association by the Resolutions passed at the Meeting
held on the 9th, January were:-
1st.
2nd.
An unofficial majority on the Legislative Council.
That all Members of the Legislative Council should be
elected with the exception of two of the Chinese
Representatives.
There is no doubt that there is a strong feeling
among a large number of the Community that these two points
should be conceded and while we sympathise with them in
theory we are not prepared to support them in practice, Bave
to some extent as regards Municipl functions and control,
Broadly speaking we do not think it would be fair to
the Native and Indian population, who can never be propor-
tionately represented, to hand over the power to pass laws
to an unofficial majority which, if the above demands were
granted, would be elected on a popular franchise, essentially
transitory, consisting of a small proportion of the total
population.
The power to pass laws should remain in the hands of
those appointed by the Imperial Government though a greater
share in their administration might be delegated to an
unofficially and locally elected body.
The unofficial Members have in the past from a
Parliamentary point of view acted in Council as the opposition
to the Government.
It might be said that with an unofficial
